For comments/feedback, the IESG has an open action item out of the IESG retreat to request the tools team to allow the WG chairs to select one or more optional WG (mailing lists ?) to send the WG LC announcement to other specific group people. Of course, this would no more be an actual Working Group Last Call as it is a little broader, how can the chairs do the selection (with assistance of the AD?), and the question about 'WG consensus' is to be answered, but it could help to have more than single WG review *before* the full IETF Last Call.
