(3) The Datatracker already allows participants to track individual drafts but allowing participants to also track when specific WG adoption/last-call's also happen, without necessarily having to follow all of the WG email, may also be interesting and useful functionality. Even if it just acts a reminder to go any catchup on some WG email threads.

In short, I think that it is a recurring theme on how to get wider feedback (outside of the just the WG participants) earlier in the standards process where it can be more easily and effectively considered, and perhaps these small enhancements could help?

I think they could help.  But in general I think it takes a lot of patience and spare time to read "announce" mailing lists when most of those messages are probably not relevant to the reader.  I think we need to find better ways of allowing participants to "subscribe" to notifications on the subjects in which they're interested, and separately, to allow participants to check a web page (with similar kinds of filtering) to see what they might have missed.   By "subscribe" I don't  mean a traditional mailing list in the sense that each subject has an explicit list of recipients, but rather, that each participant should be able to configure search terms that specify which topics that participant receives email about.
