as ietf-nat64 is just yet another ssid on the same meeting area access
points as the other ssids (bar ietf-hotel), i doubt this is at all
unique to nat64 layer-1/2 propagation.
the only ietf99 ticket i can find from mellon@xxxxxxxxx is
https://tickets.meeting.ietf.org/ticket/1138 , which sounds to be what
you describe above. asai san looked at it, responded, asked you to
retest, you did not respond, so the ticket was closed.

lucy, ietf noc ticket goddess, tried to copy all 99 nat64 tickets into a
bunch, see
https://tickets.meeting.ietf.org/query?status=accepted& status=assigned&status=closed& status=new&status=reopened& component=nat64&milestone= ietf-99&group=milestone&col= id&col=summary&col=status&col= type&col=priority&col= milestone&col=component&order= priority&report=10
collecting from < 99 could probably be done. but no sense spending noc
volunteers' time on it until you're actually organized to actually do
something useful with the info.
