I submitted a lot of tickets on nat64 in prague, but as far as I was able to tell they were all layer 1 propagation issues, not layer 3 issues.

If in fact there is a database of trouble report tickets that you think contains useful data, it would probably be a good idea to do something with that.  If we aren't doing that now, then as you say, there is not much point in making a V6-only+NAT64 network the default.
