I think it's essentially a subset of the ID announcement list, namely roughly all drafts with names starting with "draft-ietf-" and ending with "-00.txt". There may be a delay between a WG adopting a draft (e.g. at a meeting) and that draft actually being resubmitted as a -00.txt, but that delay shouldn't be too big.

WG last calls I guess are not easily detectable from a mailing list, but that information is of course available in the datatracker.

I think it might be good to allow people to follow slices more focused to their interests. Maybe just have a "follow" mailing list for a working group, as in "I don't have time to read all the messages sent to the list, but I would like to get informed when specific events occur."
