Not all chairs set WG states around call-for-adoption or last call. Many
only change the states (actually, have the states changed for them) on
adoption, and when the document is sent to the IESG. So, the data you
are looking for is necessarily imperfect.
Different WGs work differently and that's a _strength_ not a bug.
