Yes. It's about discussing packaging issues and packaging standards.

The reason it exists is the same as with most other lists: People having complained about packaging discussions being non-interesting to them and thus contributing to what they consider to be noise.

familiar with it. Is it actually used much?
Yes, it is. It's not a high traffic list, but it's in active use.
