However, the review teams were *invented* as a result of the IESG not seeing enough evidence of broad community review, and not having time to thoroughly review every draft.

The gen-art team was created in January 2004 by Harald Alvestrand. It started with pre-telechat reviews only and was extended to Last Call reviews later. RFC6385 gives details. I don't know when the others were formed.
