I've always assumed that the experimentation in Fedora is done at the
behest, and with the knowledge, if not explicit direction, of Red Hat.
It wouldn't make sense for RH to risk its existence otherwise. I really
doubt they stand aside as Fedora plays in its own sandbox and then every
several years, slap the RHEL brand on it.
In which case it's not unconstrained FOSS development, which you have
been using to justify the "you can have it in any colour as long as it's
black" attitude. You can't have it both ways.
