I've always assumed that the experimentation in Fedora is done at the behest, and with the knowledge, if not explicit direction, of Red Hat. It wouldn't make sense for RH to risk its existence otherwise. I really doubt they stand aside as Fedora plays in its own sandbox and then every several years, slap the RHEL brand on it.
