No, it isn't. Just read those pages _slowly_. It's right there on
the first page:

Let me quote:

    "Red Hat Enterprise Linux products are delivered through an
    _annual_ _subscription_ with _one_ _year_ _of_ _support_
    _services_ _and_ _access_ _to_ _Red_ _Hat_ _Enterprise_

And assuming you would click on the "Features and Benefits"
link at the left,

    http://www.redhat.com/software/rhel/features/

there you find a table which lists

    "1-year subscription to Red Hat Network included"
    
for _all_ Red Hat Enterprise Linux products. In addition to that,
the same page contains (at the bottom):

    Red Hat Enterprise Network

    Red Hat Enterprise Linux products include one full year of Red
    Hat Enterprise Network's Software Update module, a service that
    provides fine-grained management and control capabilities that
    scale to thousands of Red Hat Enterprise Linux systems.

But certainly interesting how some visitors misread the web pages.
