Here's how I see the USB bridge cable:

  ---+      +--------------------------+      +---
  PC |##====| HCI + some silicon + HCI |====##| PC
  ---+      +--------------------------+      +---
      |                                      |
      \---------- USB bridge cable ----------/

So the cable does not directly connect host to host, but instead has
a chip inside which reports as a USB device to both hosts.
