Yes.  The tda9887 is an all-purpose chip, that DViCO chose to use, 
without implementing all of it's features.  As DViCO doesn't advertise 
FM capabilities with their cards, I never bothered to try it.

I *really* don't think it's possible, but maybe you'll find something 
out that I haven't tried.

If all else fails, you're welcome to whip out the soldering iron and 
experiment.  <INSERT DISCLAIMER HERE>

I recommend against it.
