This is very strange.
Have you the possibility to try to use the TP-LINK modem under
Windows in your or an other computer?
yes i did it and it work perfectly
wvdialconf on your Linux does detect the modem /dev/ttyS0
yes it detect it i saw it, and it is detected fine
Can you switch off the power on the modem and check that wvdialconf
does NOT detect /dev/ttyS0 when there is no power on the modem?
i did it too and it is detected when is powered on, and when it is
powered off is not detected by the wvdialconf, and i probe with the
smartlink too and do the same thing
Is the cable with which you conect the modem to the PC the original
TP-LINK cable?
yes, it came with the original box with all the modem staff
Do you have an ohm meter to verify that the cable is not broken?
Are you using the same phone cable to connect the internal modem and
the TP-LINK modem to the wall?
yes, i have only one cable i to the modem conection and i use it with
the 2 modems
I cannot think of any other issue than a bad cable or connector.
hey i think,why whe i do a tail -f /var/log/message with the smartlink
modem it show various information about the process but with the
tp-link y show nothing, think about it, is very strange

Having two configurations in one file makes life more complicated.
I have seen your file with two sections as below:
[Dialer Defaults]
Init = ATZ
Init1 = ATZ
Init2 = ATQ0 V1 E1 S0=0&C1&D2 +FCLASS=0
#Stupid Mode = yes
Modem Type = Analog Modem
ISDN = 0

Modem = /dev/ttyS0

#Carrier Check = no

[Dialer interno]
Init = ATZ
Init2 = ATQ0 V1 E1 S0=0 X3&C1&D2 +MS=90

ISDN = 0

This model can work if you start the SL modem with command wvdial
interno
or the TP-LINK modem with command wvdial
If this is what you do then the problem comes from the TP-LINK version
trying to use the modem as /dev/modem which is no more than a link
to /dev/ttySL0 not connected to the wall.
Just remove the link /dev/modem with command rm /dev/modem
and try again, first the TP-LINK and then the SL modem.
If you ever need /dev/modem again, the command is ln -s
/dev/ttySL0 /dev/modem
(or ttyS0 if you want the TP-LINK to be /dev/modem ).
Do not forget the -s option in the link (ln) command.
Be aware that other dialers than wvdial define their own
/dev/modem (example kppp, qinternet). All that depends on which
version of Linux you use.
i made all that and nothing, is still without conection, i ma in my home
now and the 2 configuration are these
