FIrst install the Ubuntu package dkms.  Then from
http://linmodems.technion.ac.il/packages/ltmodem/11c11040/ get the
dkms-agrsm_2.1.80-6_i386.deb, agrsm-howto.txt and
 agrsm-tools_0.0.1_all.deb .   Install the .deb packages with
$ sudo dpkg -i  dkms*.deb agrsm*.deb
which hopefully will culminate in the modem being detected.

The dkms toolset automates compiling, including compiling of needed
update drivers
