I think the biggest issues with ticket systems is that not everyone
reads them.  At least on a mailing list the issues brought up (and the
huge comment chains that result from them) are highly visible, and give
people the visual indication that "this may be important to follow".
Unfortunately, people don't follow every ticket in github or similar and
there is a serious concern with discussions that take place only in
issue trackers.  Issue trackers are great for ensuring everything is
handled, but less great as a place for discussion.  IMHO, of course.
