Or someone could talk to github about donating an on-premise instance.

In either option, bringing it in-house greatly reduces the benefit of being visible to non-IETF'ers, which is (per the thinking of WUGH the BoF, etc) a major goal.  I'd say reduces it to basically zero, but YMMV.
