Yes, no HTML for IETF email work.
The practical consequence of which might "everybody who wants to
participate in IETF should use a different (approved) MUA for IETF work".
I don't like it, but maybe we need to find a way to let people use
modern/broken MUAs.
But it's certainly fair to recognize that email is becoming
more-and-more broken all the time as various vendors decide to make
arbitrary changes to how they construct sent emails and/or present
received emails.
(resisting the temptation to add a litany of heinous practices here)
