I feel pretty strongly about not giving meeting time to topics/
documents that have had no mailing list discussion prior to the
meeting[*].  It doesn't have to be elaborate but I do think authors
need to provide a pointer to a document along with a description
of the problem they're trying to solve (along with a description
of their proposed solution, if applicable).  If nothing else it's
a more reliable way to gauge interest across a broader and more
representative set of participants than polling the people who
happened to show up for a given working group session.
