In the context of a BoF, that's almost of necessity true by the time the
BoF meets, at least as to proponents of the BoF.  Otherwise the BoF
wouldn't even be scheduled.

For proponents asking that a WG adopt some new work (or re-charter so
that it can adopt the new work), it is also almost always the case that
the work has been discussed on the list, as the WG chairs would be
remiss to schedule any discussion of new work at a meeting that was not
discussed on the list.

Thus I feel this thread is a bit much ado about not much unless there
are WG chairs making bad agenda decisions.
