Yes, we are.   You just gave me an example where you know how to rsync the entire IETF document repository, and have set your system up to do it automatically, and yet you are apparently running ancient software that does not default to utf8, and you want us to fix it when you're perfectly capable of doing so yourself!   :)

Seriously, this isn't a use case that I think justifies your position.   You're asking us to do the wrong thing for your convenience.   What you need to do is show that we are asking to do the wrong thing; the convenience-for-geeks argument doesn't show that we are asking to do the wrong thing.
