BTW, that doc was the IWF's submission to Mozilla's comment period on the DoH *implementation* in Firefox. It's in the title. :-)

The odd part is that the civil society organization did not submit comments during the Last-Call.

As a comment which is not related to the civil society organization, there could be a perception that IETF input was open to a select few. It may take some time to internalize its arcane rules.
