There is a Memorandum of Understanding between the (U.K.) National 
Police Chiefs Council, the (U.K.) Crown Prosecution Service and that 
civil society organization.

The IETF angle is that the civil society organization advocated 
against DNS-over-HTTPS {1].  If I am not mistaken, it is also 
advocated against "E2EE".
