That's a rather strange interpretation of the cited doc. Section 1.3 starts "To be clear, the IWF is not calling for DoH to be banned.".
BTW, that doc was the IWF's submission to Mozilla's comment period on the DoH *implementation* in Firefox. It's in the title. :-)
