I agree. Travel/lodging/student grants for newcomers would be great for them to attend and engage in person.

I think that chairs by default should be given free registration. We spend countless hours on IETF/IRTF issues. 

But that’s the tip of iceberg. 

Getting there and living there - OMG. Of course deep pocket companies pay. But the consequence is: are representing our own? Not my experience - most people are representing the interest of their employer and a paid to be there. 

So what about the outliers? Maybe the travel grants should make sure we get a good representation of non-corporate views because many meetings happen in person. 

Let’s be clear: IETF in 5* hotels around the World favours the few. Not the many.

My (running) hash charges for first-time attendees, but it's free for the
second time. This is to encourage people to return.

manycouches started this discussion, and a conclusion was that we should add
a fourth meeting that was fully-online, and then maybe we can step down the
three.
