I'd say that we have more of an issue (of fairness) with the ~150 people that are paying even if they could avoid it. So I would be in favour of making it very clear during the registration process that the remote participation fee is optional, to avoid that some people pay only because they were not aware that they can request a fee waiver without any particular restriction.

In particular, I am wondering whether this is introducing a discrimination between insiders and newcomers. Are those who pay aware of the fact that they could rather ask for a fee waiver? Insiders possibly are, but newcomers? Was this ever surveyed?
