Please, understand that the "target userbase" of Fedora is not
Latin1-only end-users. As well as not Cyrillic-only, Japan-only etc.
Since Fedora is an international project, It mean that for the Fedora's
COMMON repository you have to use us-ascii names only. If for some
reason you want non-us-english name with unicode characters, then create
a separate repository (aka livna, freshrpms etc.), and promote that
repository in its target areas only (i.e. additional repo with specific
packages for Russia, additional repo for Japan, etc.).
Don't mess up all the languages in the common repository. The target of
such a mess is no-one.
