According to the summary, there were two +1's, one -1 and one 0.  Given the 
lack of quorum at the time and the slightly overall positive reaction to 
this, I think it's clear that this issue needs to be revisited later when 
there are enough people present.

And by the way, in my opinion the discussion should not be only about Unicode, 
but about restricting package names even to a subset of ASCII (let's say eg. 
a-z, A-Z, 0-9, -, +, _, .).
