No, that's not how this usually works. The steps would be something like:

1. request a FAS dist-git group (not a fake-group user, but an actual group!)
2. request a mailing list for this group
3. create a bugzilla account, using the email address of the mailing list
4. set the bugzilla account of the FAS group to be the address of the
mailing list

This is what we did for the Rust SIG, and the - now defunct -
Stewardship SIG and Java Maintainers SIG:
