It is a common sense. I don't see how it can be interpreted the other way.
As seen multiple times every day around us, what is one person's common sense falls aside when there is stress and difficulties. Since dealing with a lot of these things are going to be stressful, it is better to spell it out and not assume either better angels or common sense will work when difficulties arise.
