The same packaging and process as is being used for the 3.19.92 mega
update in the f24-gnome side tag.

be rebuilt due to an API/ABI bump is done so in that side tag, just
like the aforementioned f24-gnome tag, so that when it lands in
rawhide it's a clean upgrade for users. That to me would be a great
start.
