I actually think your survey request should happen either way. Even if Fedora says up-front "Our goals are X, Y, and Z, and every decision we take is aimed at reaching those goals" (whether it's "be on the bleeding edge", or whatever), the feedback from users is crucial in determining whether or not those goals are being met.
