Arabic has problem as there are lots of countries with that language and
translator selected windows-1256 instead of utf-8.

run "locale -a | grep ^ar"

write down all locales that you see there

open locale/ar/setup.php and add line with

$languages['ar']['LOCALE']  = array('ar_BH.iso88596', 'ar_BH', 'ar');

Replace 'ar_BH' entries with names of locales that you have on your system.
Don't use lots of them. SquirrelMail will use the first one that works. You
should use windows-1256 based locales in that array. utf-8 locales might
cause problems. if you don't have windows-1256 locales, iso-8859-6 based
ones should be fine or you should add windows-1256 locale to
/etc/locale.gen.

If translation is missing, you are free to update translation file.
SquirrelMail has documentation on that.
