Don't use lots of them. SquirrelMail will use the first one that works. You should use windows-1256 based locales in that array. utf-8 locales might cause problems. if you don't have windows-1256 locales, iso-8859-6 based ones should be fine or you should add windows-1256 locale to /etc/locale.gen. If translation is missing, you are free to update translation file.
