If you install "locales-all" the system  will  compile  nothing  because
anything is precompiled.  Discspace is not the problem...

Now the persian and hebrew are there, but not arabic.

If you choose "Arabic" from the list, the interface does not  switch  to
arabic and stay english.  Also there are missing translations in persian
like "Copy" which should be there even over all versions 1.4.n to 1.5.n
