Yes, that's certainly an approach.  I sometimes clone things over to
another layer to apply some tool to myself.  I also wrote an action (which
I really need to port over to CS5) that created a layer that was the
difference between two layers -- so I could apply a tool to a full layer
copy, then apply this action to abstract just the changes and keep only
them.

(Some tools make such overall changes that there's no point, of course;
luckily many of them, like curves, are available as adjustment layers.)
