use an image editing program to examine a file? Seems really basic

Well this is wrong, as Karl points out. You are not viewing the
uncompressed file. You are viewing the compressed file with a lot of
zeros added. You can't view the uncompressed file once it has been
compressed. You get a lot of extra bits but they are empty bits with no data.
