Baud = 460800
represents a modem hardware capability which phone lines cannot manage

Sometimes it helps to Edit to:

[Dialer Defaults]
Baud = 115200
Init1 = ATZ
Init2 = ATQ0 V1 E1 S0=0 &C1 &D2 +FCLASS=0
Carrier Check = no
Modem Type = Analog Modem
Phone = Target_Phone_Number
ISDN = 0
Password = Your_Password
New PPPD = yes
Username = Your_Login_Name
Modem = /dev/ttySL0
