If the cost went to zero, then would the WGs start to resemble YouTube comment streams? Would we lose an important filtering function? How would we build personal trust?
That’s an important question. And if I were to project what the LLC might find, it would be precisely that we need the human interaction; and so eliminating in-person meetings is not very likely to happen. But do we need 3x per year as a plenary to achieve that or should we do 2x + something more focused? Or should we extend meeting lengths? And what data do we need to even address these questions and come up with alternatives?

I disagree. But perhaps you would care to explain why you believe this?
Perhaps this depends on where the costs rest. Is it with participants, sponsors, or both? I'm not stating an opinion, but acknowledging that there will be costs and the funding comes from somewhere even if it is donated resources from sponsors.
