Besides, the proposal seems to bring into conflict an IETF non-goal (CO2 footprint reduction) with an explicit IETF goal (reaching out to a wider and more diverse community). Two motivations are given. One seems aspirational (CO2 footprint reduction) while the other seems very practical (roughly: "I don't want to have to spend so many hours flying around for just a few hours of meeting time") for some participants but not those who have enough business to want/need to attend for the whole week. I suspect that the latter is a stronger motivation than the former for more participants. Don't we already have an answer for WGs whose participants are generally very narrowly focused?
