it wasn't XML itself that had changed, it was the DTD and/or the
requirements for boilerplate and/or the magic incantations required to
get references to work.

As far as I recall, there have been zero incompatible DTD changes (up to
v3 which indeed will change things).

Boilerplate changes are caused by IAB requirements, not the tool.
Looking at
<https://greenbytes.de/tech/webdav/rfc7749.html#attribute-ipr>, the last
author-visible changes (that affected the XML source) happened 10 years
ago...
