They do that today, but it doesn't appear to be a requirement in RFC 8713.

I didn't get one from my predecessor, nor did I give one to Martin.  Unless you mean the 5-10 minutes at the Plenary, which is mostly exhortation to the community.

Oh, if I'm wrong, then I'm wrong. Or maybe it's a habit that has been dropped.

The previous NomCom chair is, of course, an advisor/liaison to the next NomCom -- is that what you mean?

That rule was definitely intended to encourage information transfer. But it doesn't require a written report.
