The call for feedback went out on October 11 (https://mailarchive.ietf.org/arch/msg/ietf-announce/6XqP9P52L3J1lyL9v7ALEYLjx2g/). I agree that 3 weeks is a bit short when everybody is getting ready for a meeting - a full month might be better - but it's not as if you only had a few days.

I was going back through a longer range of past NomCom, and this is the
earliest deadline i could find. Dean explained to me at the end of the week
that he would like to reduce the work of NomCom this way and thinks this could
help get more volunteers for NomCom.
IMHO most participants who will provide feedback are also active contributors and
hence often busy in the last weeks before IETF, writing drafts, preparing meetings
or meeting materials.
In addition, they themselves might like to use the in-person meeting to get more
insight talking to others before providing feedback. In addition, distinguishing
between in-person and online feedback also feels wrong. As does "not guaranteed
to be taken into account"
I propose that the deadline for NomCom feedback should be friday OEB after
IETF week. This gives one more week to give feedback and then one more week
for NomCom to do the final calls with the "votes" before e.g.: USA thanksgiving.
Alternatively, run the current deadlines as an experiment for 2 more years and
see if it actually did significantly increase the amount of NomCom volunteers.
If not, declare the experiment finished. Likewise of course it would make sense
to measure the number of feedbacks (this was AFAIK not listed on the plenary
slides). I specifically would like to see the number of feddbacks this year
compared to the prior years.
Overall, i don't think these current deadlines reduce the amount of work for NomCom.
I also was voting member in two past NomComs, and i did not perceive the
calls after autumn IETF to be too much work.
