Absolutely. Are there any network engineers around? Telnet is used to connect to any port as listed in https://en.wikipedia.org/wiki/List_of_TCP_and_UDP_port_numbers and used extensively by network engineers to test out firewall rules and devices and debug networks.
Telnet on port 23 is one thing but as many have already said in this (long) thread, it can be used with other ports to debug network services.

Admittedly one could use OpenSSL and Netcat but Telnet's probably more widespread by default?
