In other words, they can spend all of their time politely explaining in detail why proposals are Bad Ideas, instead of getting useful work done.

Old-timers snarl, at least in part, because they've been through all of it before, and they would rather work on trying to improve potentially promising ideas than defeating Bad Ideas.   Snarling is one version of conservation of effort.

Like I said, we could probably improve on how we do it.   But fundamentally, being able to reject Bad Ideas without spending a lot of effort doing so is a necessary skill.
