You just heard from two people on this list - Keith and Tom - that things have
changed over time. If you don't believe them, say so in so many words.

But let's assume for a moment that there haven't been any changes. Let me
rephase my question: Would you implement something that depened on browser
file save behavior remaining unchanged long term?
