The things are like this:
- for analog lines the decision when the call is connected or not is 
made when ringback stops and voice is detected. But you can overpass 
that by using reverse polarity equipments.
For this both GSM box and voip gateway should understand and be set 
on reverse polarity signaling.
Knowing that the GSM provider never charges for these announcements 
it will either not send any connect signaling to the GSM box. So the 
GSM box will never switch the polarity of the line to signal away 
that the call was connected. Since the voip gateway is set to reverse 
polarity also it will not transmit to the gatekeeper the connect message.

So all the problem is between the GSM box and the VOIP GW.

The GSM box always knows when the call is chargeable because of the 
nature of the GSM signaling (think as about any usual mobile phone). 
The problem is that it does not signals this to the voip gw, or they 
do not understand each other.

- if your gateway is digital then the signaling (like isdn) is much 
more richer in ways to transmit the connect message. And usually it 
does this succesfully.
If you have this issue with digital equipments then is all about bad 
configurations or bad choosed protocol (check on both sides: gsm and voip gw).
