Gatekeeper don't send LRQ to that neighbors.
Also I have to point that gk send LRQ only if it receives ARQ, i.e. only for registered call.
For unregistered call it only said in log: "Destination not found for unregistered call".
So I think Artem Klyuka can solve his problem just adding this to config:
[RasSrv::Neighbors] gw1=xx.xx.xx.xx;
