Description:
Apprise allows you to send a notification to almost all of the most popular
notification services available to us today such as: Telegram, Pushbullet,
Slack, Twitter, etc.

It's a Python based notification library and additionally contains a supporting
CLI for system administrators to use too. (https://github.com/caronc/apprise).

I was able to build the RPM without problems on epel7, f28, f29, and rawhide
using koji.
