All of them. New Fedora libraries are always publicly available and
there's no "before" phase.

Freshrpms and Livna have released third party repos on the same day as
the Fedora release they targeted. Rpmfusion is planning the same thing
for Fedora 10 so I'm not sure there's a point in arguing that this is
impossible.
