I find that quite interesting because while I may have read it at
the time I had certainly long since forgotten that.

The problem I think what that change is that it's essentially about
changing policy and getting all packagers to move to a new way of
doing things but at a practical level all it did was update some
documentation - nothing it in actual provides for outreach or bringing
the change to the attention of packagers in any way so it's perhaps
not surprising that it seemingly didn't really achieve it's objective
leading us to this attempt to try again.
